The Director is responsible for coordination of all housing development operations and administration. The services offered by the department include administration of housing rehabilitation, housing construction, community improvement construction and oversight of rental projects that assist low and moderate income persons and the community.

The Director oversees compliance with federal and state program requirements for the department and will require the ongoing willingness to develop in-depth knowledge of changing regulations and reporting requirements of multiple programs and must display a willingness to actively engage with department staff to keep the department programs running smoothly while also promoting positive staff morale in managing the annual program.

The Director is expected to coordinate with the Housing Services Director on collaborative projects that meet development project requirements while also increasing access to housing counseling services to the residents of such projects.

The Director will have oversight of vendor agreements for the various housing software and consultant services needed to operate the department.

The Director must be comfortable working in a very fast-paced environment and resolve conflicts and disputes in a professional manner. They must possess the ability to handle confidential information in a sensitive manner; be detailed oriented; possess strong administrative experience and communicate clearly and effectively to a diverse population.

The Director must be a good writer and be willing to write grants, develop program budgets and have good organizational skills. Working on the financing of new housing development, through grant writing and loan negotiation, and its associated close outs is a critical part of the work. The Director will also manage one or two large projects or three or more smaller projects that vary in size and scope. This variance can be as large as managing the administration and construction of a new 20+ unit apartment complex or rehabilitation of a single house.

Qualifications:

Employee must have the flexibility to work on several projects concurrently. Demonstrate diplomacy and sensitivity in working with confidential matters. Requires sound judgement and analytical skills; attention to detail with a high degree of accuracy and follow through; good writing and math skills and the ability to work under pressure with a positive attitude. Must have relevant experience. Must have the ability to work independently as well as lead a team. Must have an overall commitment to excellence in customer service. Ideal candidate: detail-oriented team leader that is able to communicate clearly.

The hiring range is $50,000 – $60,000 plus benefits depending on qualifications.

These three organizations house hundreds of families on the Eastern Shore through numerous programs and directly through the provision of over a hundred apartments.The employees operate the Section 8 Housing Choice Voucher Program, the Eastern Shore of Virginia Homeless Solutions programs, the Indoor Plumbing Rehabilitation Program, and HUD-certified foreclosure, budget and mortgage counseling for the Eastern Shore.

    Staff working to continue operation of these programs have been issued a letter on our letterhead requesting the bearer be allowed free passage to complete their duties. Thank you for honoring this notice.

    Governor McAuliffe Announces $2 Million in Rural Homeowner Rehabilitation Program Awards, Accomack & Northampton Among 12 Rural Localities to Receive Funding https://a-npdc.org/governor-mcauliffe-announces-2-million-in-rural-homeowner-rehabilitation-program-awards-accomack-northampton-among-12-rural-localities-to-receive-funding/ Thu, 15 Jun 2017 20:10:22 +0000 http://www.a-npdc.org/?p=4202 Today, the Governor made the following announcement that will provide for $280,000 in funding to the Accomack-Northampton Regional Housing Authority, matched with $40,000 in program income funds from the Eastern Shore of Virginia Housing Alliance, to make needed repairs to up to seven houses within the region. This is a new program and details will be advertised on eligibility requirements, the terms of the program and the application process.

    RICHMOND – Governor Terry McAuliffe today announced $2 million in funding for six housing rehabilitation programs covering the Central, Eastern Shore, Piedmont, Shenandoah Valley, and Tidewater regions of the Commonwealth.  The funds will provide zero-percent deferred loans for rehabilitation of 51 to 63 owner-occupied modest homes in targeted areas of rural Virginia. This new initiative will complement the existing Virginia Department of Housing and Community Development (DHCD) Indoor Plumbing Program’s efforts in rural Virginia by providing rehabilitation to homeowners in need of repairs beyond septic or sewer systems.

    “I’m pleased to announce these grants, which will improve existing affordable housing in rural Virginia,” said Governor McAuliffe. “Rehabilitation assistance for housing occupied by low- and moderate-income homeowners in rural Virginia makes critical repairs possible that otherwise are unaffordable. Thanks to these innovative investments and DHCD’s efforts, we are able to ensure that our residents have safe, healthy housing options.”

    DHCD allocated $2 million from the HOME Investment Partnership (HOME) funds for the program. Only DHCD-administered Community Development Block Grant and HOME non-entitlement areas of Virginia were eligible to apply. Entitlement areas are larger communities that receive HOME funds directly from the U.S. Department of Housing and Urban Development.

    “This new, innovative program provides a needed boost to locally driven housing rehabilitation efforts in the Commonwealth’s rural communities,” said Secretary of Commerce and Trade Todd Haymore. “Low- and moderate-income homeowners who can afford a mortgage, but not costly improvements, or those on fixed incomes, with few other resources, can benefit from rehabilitation services.”
