The Director is responsible for coordination of all housing development operations and administration. The services offered by the department include administration of housing rehabilitation, housing construction, community improvement construction and oversight of rental projects that assist low and moderate income persons and the community.

The Director oversees compliance with federal and state program requirements for the department and will require the ongoing willingness to develop in-depth knowledge of changing regulations and reporting requirements of multiple programs and must display a willingness to actively engage with department staff to keep the department programs running smoothly while also promoting positive staff morale in managing the annual program.

The Director is expected to coordinate with the Housing Services Director on collaborative projects that meet development project requirements while also increasing access to housing counseling services to the residents of such projects.

The Director will have oversight of vendor agreements for the various housing software and consultant services needed to operate the department.

The Director must be comfortable working in a very fast-paced environment and resolve conflicts and disputes in a professional manner. They must possess the ability to handle confidential information in a sensitive manner; be detailed oriented; possess strong administrative experience and communicate clearly and effectively to a diverse population.

The Director must be a good writer and be willing to write grants, develop program budgets and have good organizational skills. Working on the financing of new housing development, through grant writing and loan negotiation, and its associated close outs is a critical part of the work. The Director will also manage one or two large projects or three or more smaller projects that vary in size and scope. This variance can be as large as managing the administration and construction of a new 20+ unit apartment complex or rehabilitation of a single house.

Qualifications:

Employee must have the flexibility to work on several projects concurrently. Demonstrate diplomacy and sensitivity in working with confidential matters. Requires sound judgement and analytical skills; attention to detail with a high degree of accuracy and follow through; good writing and math skills and the ability to work under pressure with a positive attitude. Must have relevant experience. Must have the ability to work independently as well as lead a team. Must have an overall commitment to excellence in customer service. Ideal candidate: detail-oriented team leader that is able to communicate clearly.

To adopt an emergency transfer plan and provide participants with information regarding the plan and process.       B.5                                                                                               Significant Amendment or Modification.                                      Provide a statement on the criteria used for determining a significant amendment or modification to the 5-Year Plan.    DEFINITION OF “SUBSTANTIAL DEVIATION” AND “SIGNIFICANT AMENDMENT OR MODIFICATION” The Public Housing Agency Plan Final Rule (effective 11/22/99) requires that each PHA must define the terms “substantial deviation” and “significant amendment or modification.”  In addition, these definitions must be developed in conjunction with the Resident Advisory Board and must be included in the submission of the PHA Annual Plan.   The Accomack-Northampton Regional Housing Authority has, in conjunction with the Resident Advisory Board, developed the following definitions, as required by 24 CFR 903.7(r).   “Substantial deviation” from the Agency’s Five-Year Plan will include:   A-NRHA considers a “substantial deviation” or “significant amendment or modification” as a discretionary change in the plan or policy of the housing authority that fundamentally alters the mission, goals, objectives or plans of the agency and which will require the formal approval of the Board of Commissioners.   Specifically, the following will be considered to constitute a substantial deviation or significant amendment or modification:                     ·A material change in the policies regarding the manner in which tenant rent is calculated                     ·A material change in the admissions policies with respect to the selection of applicants from or organization of the waiting list.   An exception to this definition will be made only to the extent that the modification is the result of changes in HUD regulatory requirement; such changes will not be considered a substantial deviation or significant amendment or modification to either the five-year or annual plans.     B.6   Resident Advisory Board (RAB) Comments.     (a)  Did the RAB(s) provide comments to the 5-Year PHA Plan? NO   Y     N       The RAB reviewed the proposed 5-yr plan and voted to support with no additional comment.   (b)  If yes, comments must be submitted by the PHA as an attachment to the 5-Year PHA Plan.  PHAs must also include a narrative describing their analysis of the RAB recommendations and the decisions made on these recommendations.     B.7 Certification by State or Local Officials.   Form HUD 50077-SL, Certification by State or Local Officials of PHA Plans Consistency with the Consolidated Plan, must be submitted by the PHA as an electronic attachment to the PHA Plan.

B.   5-Year Plan.

B.1  Mission.  State the PHA’s mission for serving the needs of low- income, very low- income, and extremely low- income families in the PHA’s jurisdiction for the next five years. (24 CFR §903.6(a)(1))

This information collection is authorized by Section 511 of the Quality Housing and Work Responsibility Act, which added a new section 5A to the U.S. Housing Act of 1937, as amended, which introduced the 5-Year PHA Plan.  The 5-Year PHA Plan provides the PHA’s mission, goals and objectives for serving the needs of low- income, very low- income, and extremely low- income families and the progress made in meeting the goals and objectives described in the previous 5-Year Plan.

Public reporting burden for this information collection is estimated to average .76 hours per response, including the time for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information. HUD may not collect this information, and respondents are not required to complete this form, unless it displays a currently valid OMB Control Number.

Accomack County recover from COVID-19 related financial problems. The program is managed by the
Accomack-Northampton Planning District Commission.
The SBRA program targets small local businesses operating with 20 or fewer employees;
that were in business prior to and during 2019 and 2020 (and are still operating);
that suffered a loss of income or incurred significant new expenses related to COVID-19;
and need financial assistance for rent/mortgage relief and non-construction reopening costs.
Small businesses within the County are eligible to receive a maximum of $15,000 each in total assistance.
Businesses that wish to receive assistance must submit an online application1, along with required supporting
documentation. Applications will be accepted until December 2021 or until funds are fully expended. Note:
There can be no duplication of benefits with any other government financial assistance received. This
includes, but is not limited to: SBA, PPP, Cares Act, Rebuild-VA, etc. For example, if you received COVID-19
related financial assistance from the SBA in 2020, or in 2021, you are not eligible for assistance under this
program.

    The Director is responsible for coordination of all planning department operations and administration. The services offered by the department include facilitation, coordination and planning services for an interdisciplinary mix of projects that address regional and local needs. The current department has focuses in economic development, coastal issues, general planning and transportation planning.

    The Director is the manager of the economic development program. This requires being the staff support to the Economic Development Subcommittee, maintaining the Comprehensive Economic Development Strategy (CEDS) plan, providing technical assistance to localities and businesses to support CEDS strategies, managing the pre-development stage of projects, and periodically managing the construction of infrastructure and community improvements.

    The Director will coordinate with the Executive Director, Housing Development Director and Housing Services Director on collaborative projects that meet project requirements.

    Required Knowledge and Skills

    The Director oversees compliance with federal and state program requirements for the department and will require the ongoing willingness to develop in-depth knowledge across a variety of subjects.
