REQUEST FOR PROPOSAL – TECHNICAL HOUSING STUDY <\/strong><\/p>\n\n\n\n

The Accomack-Northampton\nPlanning District Commission is soliciting consultant proposals for a Technical\nHousing Study for the planning district that includes Accomack County and\nNorthampton County.  <\/a>The results of this Housing Study should provide the region,\nlocal governments, developers and the community a meaningful sense of the\nhousing market to formulate housing priorities. The analysis should further\nprovide current and future needs and a recommended housing mix.  <\/p>\n\n\n\n

ABOUT THE EASTERN SHORE OF\nVIRGINIA<\/strong><\/p>\n\n\n\n

The Eastern Shore of Virginia\ncomprises two rural counties on the southern tip of the Delmarva Peninsula and\nis separated from mainland Virginia by the Chesapeake Bay. The mainland of\nVirginia is accessed in by U.S. Route 13 across the 18-mile long Chesapeake Bay\nBridge Tunnel. Northampton County, Virginia is the southernmost county and\nincludes the road access to mainland Virginia. Accomack County is contiguous to\nWorcester County, Maryland and Somerset County, Maryland along its northern\nborder.<\/p>\n\n\n\n

The character of the Eastern\nShore of Virginia is rural with small villages and small towns. The region has\nthree island towns; the Town of Chincoteague, Saxis and Tangier. The Town of\nTangier is only accessible by boat or plane. The region has a diverse mix of\ndifferent types of industry that includes poultry processing and agriculture,\naquaculture, the Wallops Flight Facility, the Mid-Atlantic Regional Spaceport\nand tourism. <\/p>\n\n\n\n

SCOPE OF WORK <\/strong><\/p>\n\n\n\n

The proposal should break down\nelements by Task. Below the tasks are a bulleted list of information by topic that\nthe stakeholder group desires to see in the final technical study. Consultants\nare asked to respond to the Task Element Letter (A, B etc.) and provide\ndiscussion. The bulleted points should assist the consultant in types of\ninformation desired and determining the best method to achieve the scope of\nwork. <\/p>\n\n\n\n

Required Task Elements<\/strong><\/p>\n\n\n\n

Task A. Socioeconomic and\nDemographic Analysis <\/p>\n\n\n\n

Consultant will analyze\nsocioeconomic conditions and demographic trends in the region and each of the\nindividual jurisdictions. Data will be provided for each county. <\/p>\n\n\n\n

Task B. Projected Housing\nDemand <\/p>\n\n\n\n

Consultant will project future\npopulation, households, householder age, household income and housing\npreferences for 2020, 2030 and 2040 based on the preceding trends analysis and\nprojections prepared by the University of Virginia\u2019s Weldon Cooper Center for\nPublic Service. <\/p>\n\n\n\n

Consultant in coordination with\nA-NPDC staff will select a realistic contrarian scenario (ie. a growing\npopulation versus a declining population) of changing population conditions.\nConsultant will then project the scenario for housing demand under those\nconditions. <\/p>\n\n\n\n

Task C. Housing Gaps <\/p>\n\n\n\n

Consultant will project future\nhousing needs (both affordable and market-rate needs) based on housing\naffordability levels, tenure and housing types. Consultant will identify and\nquantify gaps between housing needs and supply. <\/p>\n\n\n\n

Task D. Fair Housing Protected\nClass Analysis for Classes with 1% of the Population & Special Needs Housing\nAnalysis by County<\/p>\n\n\n\n

Consultant will analyze special\nneeds populations (criminal background, sex offender, prison release and\nreentry & Fair Housing Protected Classes) to identify the issues unique to\neach protected class or special need and provide detail on the housing needs of\nthese specific populations. Consultant will design and collect a landlord\nsurvey that addresses specific issues identified for the Fair Housing Protected\nClasses as well as work with local probation and parole staff in the design of\nquestions that assist them in rehousing or housing persons with a criminal\nbackground. This information will be presented with analysis by county in a\nchapter in the final study. <\/p>\n\n\n\n

Task E. Local Gaps<\/p>\n\n\n\n

Consultant will project housing\nneeds based on specific issues. Consultant will determine the number of\nundeveloped parcels by incorporated town (there are nineteen towns) and\nseparate them by parcel area ranges. <\/p>\n\n\n\n

Task F. Draft and Final Study <\/p>\n\n\n\n

Prepare a draft study that\nsummarizes the purpose of the study, expert analysis and incorporate graphics,\ntables and maps. The report will include a chapter that addresses the issues\nand quantifies the gaps for each jurisdiction (19 towns, 2 counties). A\ntechnical appendix must be provided for more detailed tabular data. Following\nreceipt of one set of consolidated comments and revisions from A-NPDC, a final study\nwill be developed and delivered.<\/p>\n\n\n\n
