FACILITATION SERVICES &\nHOUSING NEEDS ANALYSIS <\/strong><\/p>\n\n\n\n

The Accomack-Northampton\nPlanning District Commission is soliciting consultant qualifications for a Facilitation\nServices and Housing Needs Analysis for the planning district that includes Accomack\nCounty and Northampton County.  The results\nof this Housing Needs Analysis should provide the region, local governments, developers\nand the community a meaningful sense of the housing market to formulate housing\npriorities. The analysis should further provide current and future needs and a\nrecommended housing mix.  <\/p>\n\n\n\n

ABOUT THE EASTERN SHORE OF\nVIRGINIA<\/strong><\/p>\n\n\n\n

The Eastern Shore of Virginia\ncomprises two rural counties on the southern tip of the Delmarva Peninsula and\nis separated from mainland Virginia by the Chesapeake Bay. The mainland of\nVirginia is accessed by U.S. Route 13 across the 18-mile long Chesapeake Bay\nBridge Tunnel. Northampton County, Virginia is the southernmost county and\nincludes the road access to mainland Virginia. Accomack County is contiguous to\nWorcester County, Maryland and Somerset County, Maryland along its northern\nborder.<\/p>\n\n\n\n

The character of the Eastern\nShore of Virginia is rural with small villages and small towns. The region has\nthree island towns; the Town of Chincoteague, Saxis and Tangier. The Town of\nTangier is only accessible by boat or plane. The region has a diverse mix of\ndifferent types of industry that includes poultry processing and agriculture,\naquaculture, the Wallops Flight Facility, the Mid-Atlantic Regional Spaceport\nand tourism. <\/p>\n\n\n\n

SCOPE OF WORK <\/strong><\/p>\n\n\n\n

The proposal should break down\nelements by Task and include cost estimate for the tasks. <\/p>\n\n\n\n

Project Scope and Deliverables<\/p>\n\n\n\n

1)Tasks<\/p>\n\n\n\n

Task 1. Kick-Off Meeting and\nBackground Review <\/p>\n\n\n\n

Consultant will participate in\na kick-off meeting with the Regional Housing Study Management Team. The purpose\nof the meeting will be to hear directly from the stakeholders regarding their\npriorities and refine the consultant methodology and presentation materials. Meetings\nmay be in a virtual format.<\/p>\n\n\n\n

Task 2. Development of Community\nMeeting Materials<\/p>\n\n\n\n

Consultant will prepare sign-in\nmaterials, presentation materials and agendas for each community meeting for\nA-NPDC approval prior to the identified meeting. A-NPDC will supply a basic\ninventory of housing using the Census estimates. A-NPDC will provide the\nconsultant local information regarding the Section 8 Housing Choice Voucher\nProgram, the latest cost estimates for multifamily development on the Eastern\nShore, latest cost estimate for a single-family unit and other appropriate,\navailable local housing data. The consultant is expected to provide housing\ndata analysis.<\/p>\n\n\n\n

Task 3. Community Meetings <\/p>\n\n\n\n

Consultant will arrange\nlocations, invitations and outreach. A-NPDC will advertise the schedule of\npublic meetings and topics. Meetings may be in a virtual format.<\/p>\n\n\n\n

Consultant will provide\nmethodology for facilitation of community meetings with topical or location-based\nagendas as selected by the Regional Housing Study Management Team, to provide\ncitizen and stakeholder input. Consultant will facilitate the Team to select\nthe topics for the community meetings. Location based topics have not been\nidentified. The topics that the Team has identified, as potentials, are: vacant\nhouses, community infrastructure concerns, wastewater\/water infrastructure,\nregional gentrification impact, affordability, construction cost increases,\nimpact of zoning on affordability, capacity of government, and capacity of\nprivate market housing supply. <\/p>\n\n\n\n

The consultant will gather the\nnames and general home location of participants, raw information such as counts\nof dots toward identified issues, raw surveys or other citizen and all other\nstakeholder input. Community identified needs will be organized and prepared in\na presentation format for inclusion in the Draft and Final Report.<\/p>\n\n\n\n

Task 4. Housing Needs Analysis<\/p>\n\n\n\n

Parcel and 911 address data\nexists for Accomack County and Northampton County and will be provided to the\nconsultant by A-NPDC. The consultant should detail a housing count need\nanalysis based on population, generational mix and other consultant and\nstakeholder identified demographics.<\/p>\n\n\n\n

Task 5. Socioeconomic and\nDemographic Analysis <\/p>\n\n\n\n

Consultant will analyze\nsocioeconomic conditions and demographic trends in the region and in Accomack\nCounty and Northampton County. <\/p>\n\n\n\n

Task 6. Projected Housing\nDemand <\/p>\n\n\n\n

Consultant will project future\npopulation, households, householder age, household income and housing\npreferences for 2025, 2035 and 2045 based on the preceding trends analysis and\nprojections prepared by the University of Virginia\u2019s Weldon Cooper Center for\nPublic Service. <\/p>\n\n\n\n

Consultant and the Regional\nHousing Study Management Team will review this data and the Team will select\ntwo additional scenarios of changing population conditions. Consultant will\nthen project the two scenarios for housing demand under those conditions. <\/p>\n\n\n\n

Task 7. Housing Gaps <\/p>\n\n\n\n

Consultant will project future\nhousing needs (both affordable and market-rate needs) based on housing\naffordability levels, tenure and housing types. Consultant will identify and\nquantify gaps between housing needs and supply, including seniors and disabled\nhouseholds, single person households, and the homeless. <\/p>\n\n\n\n

Task 8. Local Gaps<\/p>\n\n\n\n

Consultant will provide housing\nneeds and analysis based on specific issues identified by the community\nmeetings (this may include aging of units in mobile home parks, localized lack\nof housing, conversion of year-round units to short term vacation rentals\/second\nhomes or other identified local gap). <\/p>\n\n\n\n

Task 9. Draft and Final Reports\n<\/p>\n\n\n\n

Prepare a draft report that\nsummarizes the analysis, incorporating graphics, tables and maps. The report\nwill include a chapter that addresses the issues and quantifies the gap for\neach county. A technical appendix must be provided for more detailed tabular\ndata. Following receipt of one set of consolidated comments and revisions from A-NPDC,\na final report will be developed and delivered.<\/p>\n\n\n\n

The following tasks are\nalternates of desired proposal elements that may be constricted by the overall\nbudget and, if selected, be required to be included in the Draft and Final\nReports.<\/p>\n\n\n\n

Alternate Task 10. Detailed\nNeighborhood Analysis <\/p>\n\n\n\n

Consultant will need to provide\na methodology and price to complete a more detailed analysis of needs,\nneighborhood conditions and improvements of specific neighborhoods that range\nfrom 5 houses to 25 houses.<\/p>\n\n\n\n

The Regional Housing Needs\nAssessment will be managed by A-NPDC staff and guided by the Eastern Shore of\nVirginia Regional Housing Study Management Team, as well as the Accomack-Northampton\nRegional Housing Authority Board and Eastern Shore of Virginia Housing Alliance\nBoard. The two Boards will guide and evaluate the project and act in a liaison\ncapacity with the broader community. <\/p>\n\n\n\n

A-NPDC staff will maintain open\ncommunication with the consultant, ensuring consistency with the established\nwork plan and completion of project deliverables in accordance with established\ndeadlines. The A-NPDC will provide background reports, GIS, transportation and\nother information for the region and, where possible, facilitate access to\nmunicipal information. A-NPDC staff may provide a limited amount of in-kind\nassistance to the consultant team to ensure successful completion of the\nproject, placement of news advertisements, and staff support at community and\nstakeholder meetings.<\/p>\n\n\n\n

Project Manager: Director of\nHousing Services, Russ Williams, will be the project manager. <\/p>\n\n\n\n

SERVICE AREA <\/strong><\/p>\n\n\n\n

The housing analysis will study\nhousing needs in the Counties of Accomack and Northampton. <\/p>\n\n\n\n

CRITERIA FOR EVALUATION <\/strong><\/p>\n\n\n\n

1. Qualifications of\nConsultant     <\/p>\n\n\n\n
